Wouldn't an input resistance of 1000M and a required meter input resistance of 10M give a 100:1 division ratio, or am I missing something?

Your both off a bit the meter input resistance has nothing to do with the voltage divider ratio.... There is a 1000:1 voltage divider internal to the probe. The probes "output" (plugs to meter.) impedance is ~1mohm (the 1 portion of the 1000:1). The meter needs to be at least 10mohms input impedance to maintain the general rule of being =>10x the piece being measured in order to avoid loading and and incorrect low results etc...

How does the meter know it's reading high voltages? Or does it just tell you the reading in 'volts'?

The meter won't know that it's connected to a 1000:1 divider probe such as the 80K-40. The user will have to convert the reading (where 1V on the meter represents 1000V on the circuit).
