what is the height of the bottom to the first shelf?

It is about a quarter of an inch from the floor of my cabinet to the first or bottom shelf. It is 8 inches from the cabinet floor to the top shelf. The overall height to the top of the "handles" is only 9.2 inches (close to the 9.4 that the manufacturer gives). I hope this helps.

Will the wrap stand work on a wire shelf?

It might but work I wouldn't recommend it. The bottom surface is not flat. You would not be able to use the very bottom section.

What’s the height between every shelf?

It doesn’t really matter. It’s a wobbly piece of junk. Don’t waste your money. And it isn’t adjustable as the other person suggested.
