No Momento Ink is better for alcohol ink. This is a waterproof ink, not meant for alcohol

This will be permanent on paper but not on your skin. It will wash off.

Q: Can this be used on natural rubber? Its for a product and important that it drys fairly quickly and does not smudge.

It does dry quickly and once dry won’t smudge unless you put alcohol on it. I can’t even guess how it will work on rubber. I always do a sample test. That is probably the best way to see if you are getting the desired results.
