Q: Does it have a chest strap

No there isn't a chest strap included just the two shoulder straps

Q: Will the 15.6 inch size backpack fit a 15 inch laptop and sleeve, or should I get the larger size backpack?

It will. The backpack is pretty large so it will probably leave a lot of space for other things

Q: There is a sponge rectangle piece with some vecro on it any ideas what this is for or where its suppose to be on the bag?

No idea, mine is left at the bottom of the bag as additional cushioning for the laptop
