I put this strong transfer tape onto permanent vinyl and it won’t come off from the vinyl when being applied to a smooth surface. Any ideas?

That’s a tough one but not unusual because it is quite strong. Try to burnish the vinyl and try again to temove the tape. Sometimes that works.

can this be used with the cricut explore 3?

The manufactuer reccomends use with the Cricut Joy.
