Q: does it remove grout?

Yes. It does remove grout, but be sure you use the mason/ceramic cutting blades. If you use the standard wood type blades they will wear out very fast and over heat in the process.

Q: I was expecting a oscillating head but it only vibrates. You can barely tell if the blade is moving. Is this normal or do I have a defective unit?

This is normal. With no blade attached you would not think the tool is working at all. But it does. Try a cut and convince yourself. This tool is great.

Q: Can i use this to strip rusted paint off my bathroom steam pipe?

I'd favor 3M 03171 4" Paint and Rust Stripper that I found on Amazon for a great price. Chuck it up in a drill and it does a nice job on removing rust. I used one on some rusty bodywork on my truck and it really did the job. I also own the Genesis but preferred the speed of the paint stripper and how it left the surface clear of rust.
