I use a hatchet to make an edge in the sod around my house. Will this tool sharpen a hatchet?

I'd use my large SINGLE CUT hand-file as it can cut a fair amount of material (steel) from the edge and not leave a rough edge. A double cut file would leave a rougher edge, which is not as sharp an edge. Although you can file with a double cut file to remove a lot of material, but you'll need to use the single cut file to finish the final cutting edge or maybe the Corona Garden Tool Blade Sharpener would finish the edge well enough. The Corona Sharpener is for refinishing the axe edge after using the axe. You are going to need to check the edge often as you are cutting grass with dirt and rock in it as well as the grass. I would have a special hatchet for the sod as I am rather finicky with my axes. I imagine that the upper edge is where the most wear to the cutting edge is as that would cut deeper into the soil.

How well does this work for a ferrocerium rod?

It works fantastic on ferrocerium rods and saves the edge on your knife blade from dulling in the process

is the sharpening edge along the entire length of this or is the useful part of it just under the black cap?

Actually it's smaller than that - the actual sharpening edge is about 3/4(s) of an inch long. The entire device is (x) 5" long and a little over 1/2" wide. The black cap is about 1&1/4" long. The "super profit" on this must be enormous.

Will the sharpening tool work on fixed handle or folding pruning saw blades?

I don't know what you mean by fixed handle. I have sharpened all my peuning tools with this. Also my knives and scissors. I never tried my pruning saw blades tho. It is a great tool and sharpens things quick. I have given it to 2 daughters, 1 son, 1 son-in-law and they all love this little tools. Just follow the directions. Hope this helps. If I lost mine, I'd buy another in a heart beat.

Of all the various sharpening tools and systems I own and I own lots (Bench grinders, water stones, ceramic stones, sand paper, etc) this is my favorite sharpening tool. Why? Simply because it is dead simple to use and produces an incredible edge on knives of every type, gardening pruning tools, scissors, you get the picture. Tip: Use an inexpensive 2500 or 3000 grit diamond stone to hone the cutting edge faces on this tool and you have the Ultimate sharpening system that is portable, convenient (fits in your pocket), inexpensive and dead easy to use.
