What you're looking for is called a "semi-fitted top sheet". This is not that, but yes, what you're looking for does exist. Make sure you get the kind with a gusset that gives extra room at the foot so there's no extra pressure on the heels or toes of the feet.

I bought a “waterproof mattress protector (twin xl) fitted undersheet”. It is cool and breathable...39x80”. Fits perfect. I can take a nap and not perspire in 80 degree temp- 90s in the summer in Hawaii.
