Q: Can this be dyed- If so what dye? Looking for black.

Yes, it can be dyed. A liquid dye would work best. Feibing's Pro dye is one of the better dyes on the market. It is difficult to achieve a good solid black dye job. It may take more than one coat to get a good solid black. Remember to use a leather treatment on it after the leather is completely dry from the dyeing process. I use Mink Oil, but any good leather treatment will work.

Q: Is it Machine washable, using it for beanie hat tags?

It's leather, not sure it would wash well. I used it for bag straps.
