Q: What is the minimum distance between drain centers this can be installed? My drains are 4-7/8" on center.

Minimum is around 7” center to center An end outlet waste will work on 4-7/8

Q: Does the tee in this kit meet ipc 706.3 requirement to "guide waste in the direction of flow" like a double sanitary tee? building dept. failed mine.

Yes, our center outlet waste comes with a "baffle tee" which directs the water downward and help prevent water from entering the adjacent bowl while draining.

Q: will this setup install on a double sink that is 18" on Center?

No.. This CO waste fits a maximum of 16" on center
