Q: What is the height when its fully extended (NOT the package size-actually assembled), i'm putting it where ceilings are not standard height?

If the handles are adjusted to the highest position, the handles will extend to about just short of 8 feet. I'm a 6 footer and I have it positioned to reach about 7 feet at full stretch.

Q: I have low ceilings in my basement. When they say 6' 6" is that the highest point if you extend it that far?

I don't believe you'll be able to use this machine in a low ceiling residence. Though ultimately that'll depend on how tall you are and how low the ceiling is. I'm 6'2 and certainly cannot use it in a low ceiling room.

Q: Does the xl 2000 fold up and what is the foot print?

It can fold flat to hide under a bed. The foot print while up for exercise is about 3 X 6.
