ETL certification needs to have tag on fixture that stars this in order for electrician to install. Where is this tag located on light?

When the light is first switched on Durning the daylight, it glasses several times rapidly, then shuts off. Is this normal? It's not a motion light

The light pictured and the one I have is a motion light set to remain on 3 minutes when activated. It also does not burn in daylight unless you turn it on the first time. I have seen no flashing. I am very satisfied.

What does hardwired mean

it means it is connected via wire to a circuit that goes back to the breaker panel

Will this fit a 3 inch ceiling electrical box? Or only 4 inch box?

Yes 3" is fine because the light mounts with a single screw into a bracket (crossbar) that mounts to the box. The crossbar will mount to 3" and 4" boxes
