No, it’s not Philips Hue. So it’s not a smart light, just a big standard dumb one that still requires you to switch it on and off.

It doesn’t remember I set it to highest setting if I turn it off and wait and turn it back on. If there a trick to getting it to stay at previous?

Leave on the required setting for 5 minutes to set.

Does this light have the click/push fittings for the earth and live

The light fitting is double insulated and doesn't require an earth. The Live and Neutral connections are click/push fit type
