Mine came in a willow tree box.

Q: What does it mean if someone has a Brand New one from 1999?

I am not sure what this means, the question is not clear. I bought a new one awhile back and don't have a clue about the 1999 thing! Mine was perfect and and very satisfied with the figurine.

Call and cancel order. I never had an issue with Willow Tree. You can order from Amazon I do and never had a problem.
