It should be fine. I used to glue my wood drawer together. To attach security light on my outside wall. Sure it can handle gluing laminate I also used it to glue my key safe to my wall. It’s very versatile just follow instructions Hope that helps to answer your questions.

Q: can it be watered down for decoupage?

It is water-soluble so I don't see why not.

Q: Can this be used as a general sealant for gaps in concrete. I would prefer to use this rather than silicon as it’s virtually odourless. Thanks.

if you have a gap or a crack in concrete you will be better using a good quality concrete sealer because is more flexible. As you know concrete will expand in summer time and will contract in the winter and if you use NO NAILS it will be too riggid and the gap will show a crack or if it was a crack it will reapear
