Q: don't really understand how these work.Are they in place of hanging file holders? I have a deep 17.5" wide drawer. Will these work there?

It’s says one is size is 16” deep or another size is 24” inches deep. The width doesn’t matter because it’s based on your hanging folders.

Q: Do have something to hold files tight together so that they fall down?

The PVC Drawer Hanging File Rails are meant for a file cabinet. You need to use Hanging Folders (Pendaflex brand) which have a hook on each end. The file folders fit inside the handing folders (one hanging folder for each file). The Handing Folders also come with some plastic tabs with labels which can snap inside the hanging folder top edge. This allows you to label the contents of each folder and see the labels when opening the drawer. Note: On the PVC drawer hanging rails that they fit the type of file drawer that uses that type of rail. I was replacing the PVC rails that originally came with a built-in desk system.
