Can you make kefer out of this powedered milk?

Absolutely. I've made yogurt from it several times each week for decades now and occasionally Kefir (and am going to try cheese as soon as I get all the gear together. I've found that if you use distilled water to mix it with you don't even have to go thru the sterilization stage - just mix, add starter (about 1/2 cup from the previous batch) and put in in the yogurt maker (the ones with one large container (instead of many small ones) work best. The powdered milk has no germs nor does distilled water so there's no need to sterilize. For starter for Kefir I used UNpasterized Kefir from a health food store. That way you get another quart of Kefir instead of spending it on starter. Freeze two half pint containers of the first batch to save for starter in case something goes wrong with your current batch. I've sucessfully started more with some kept frozen as long as two year (using the entire half pint in case it's weakened). For yogurt you can make it as thick as you want simply by adding less water to make it thicker (another convenience with using powdered milk)

How many total ounces does the container make?

It says on the can it makes 1/4 cup per serving and makes total 12 servings. I use it as a coffee creamer that I just add to my coffee. I hope this helps.
