Will the 21 foot fit a 21 foot intex with the water lowered down to winter levels and two big inner tubes under, or go 24?

I’ve purchased the 18’ size twice now for our 18’ pool and very happy with fit.  (Actual size is listed in description:  for 18’ round pool, cover is actually 22’).   For winter I lower water to just below skimmer opening, which I consider normal winter level?  I don’t use and don’t recommend using inner tubes etc to artificially elevate cover!  A good layer of water/ice/snow on top of cover keeps high winds from getting under cover and billowing violently, which can damage not only cover but pool frame it’s cinched around.
