Can I use this for oil fired heating control

To my knowledge the timer is a 3kw timer and the maximum domestic heaters, including oil fired heaters, rarely exceed 3kw

do you pull the tappets forwards or push them inwards to activate them? Mine doesn't seem to stop burning no matter what I set it to

The tappets are pulled out to set the timer, if all are pushed in the switch will not turn on if the toggle is in the "timer" position. I've used these for many many years. Each tappet represents 30 minutes. Be careful when pulling them out as they tend to break if too much force is used. If you have to push them in to activate the switch your wiring is incorrect.

It depends on what their returns policy is and why you're returning it. If you simply changed your mind they may not pay the return but if they made a mistake and sent you the wrong one, or it doesn't work, then they've got to pay for the return.

How do I set the timer? Moved into a house with this and the owner didn’t leave any instructions for me so a bit confused.

Firstly, ensure the clock is at the correct time by lining up the clock numbers against the arrow on the face with the correct time showing.
The dial has a number of individual sections, these control when your appliance comes on and off. To start off with, it would be advisable to pull these sections towards yourself, this will enable you to see where you wish your appliance to come on and off. With these sections fully towards you, your appliance will remain off. By reading the clock numbers on the face, depress the individual sections towards the body of the clock that you wish the appliance to come on eg. to switch on appliance at 1 am, push that section that is by this time slot. To keep the appliance on, until 2 am, depress all the individual sections between 1 and 2, this will keep the appliance on for the duration of 1 hour.
