Yes, sometimes I use it as a dc power supply, but the output voltage is not 12V, when the output current is 10A the voltage is 13V when the output current is 5A the voltage is 13.4V when the output current is 1A, the voltage is 13.9v,so you should know if the fans lights and pump can work at these voltages,

Yes, it plugs into a 110V outlet. However, it is a small charger and will take time to charge a car battery. We use it on a lift battery charger where it is always on line and charging as needed.

Q: What is the lowest charge setting? Can it go as low as 1A charge?

I'd say use a zero amp charge, as the one and only time I used it, it completely destroyed a fairly new $135 battery. I returned it.
