No this scanner will not scan 1300 GHz. It stops at 1300, but it will not scan that frequency band.

What is the rear external antenna connector?

The BNC connector on the back of the scanner is a FEMALE BNC. The antenna has a MALE connector, which is determined by the center pin on the antenna's connector.

is this a digital scanner?

Yes, if your local police is not using a digital mode, this scanner will get it. Many Highway Patrols and State Police agencies, as well as Sheriffs Departments are still using analog. Some are using Digital but are still transmitting on their old analog channels. However, everything is changing quickly. So what is on analog today may be digital soon, And some agencies may still take a few years to change over.

Would this scanner work for a “multi-agency radio communications project 25 phase 1 trunked” system?

This is not a digital scanner. It works on analog trunk systems. I used mine on NJ State Police, which is trunked as well as an analog system.
