does it come with a fan?

The one I purchased did not. It was just the CPU but I was swapping out an old i3 in a PC for the i7 to retask it, so I just used the existing cooling from the i3. It worked marvelously. If you don't have a heat sink and fan, you'll need to get one to use this, AFAIK.

Will this work on a HP elitedesk g1 sff?

You will have to check HP site to see if it will work with the cpu architecture.

Intel pentium g3220 on Z97 motherboard upgrade compatible?
