I can't seem to figure out how to turn this on?! Do I add a battery by unscrewing the screw?

There should be a pull tab to activate the battery. It should turn on when you shake it. You should not have to replace the battery.

I see it says birth+ but what age range is this best for? Will an 8 month old still enjoy it for awhile? Or is it primarily for younger babies?

My five month old really started to enjoy the noggin stick starting at 3 months old. I think it's for younger babies but if your 8 month old likes bright colors and rattles still he might enjoy it. It's kind of expensive though if he will only use it for a month or so

Be careful with baby age- 3-12 months only

This is very good toy however for 3-12 months only. My baby is 15 months old. It's not clearly mentioned in the product description. This is excellent for infants but not for little grown ups like 6 months plus.
