Is this safe for dildo making?

Dragon Skin 20 and 30 are medical grade and can be used to make adult toys. 20 is a bit better as the firmness of 30 can be a bit much for sensitive areas.

It is certified as skin safe. A 6 hour cure time is why i wouldn't, but it isn't a skin irritant.

Can this withstand 4000°f

No. It's good up to about 550 F, but nowhere close to 4000 F. Not many materials can survive 4000 F.
