Is this UV stable? it wont breakdown over time will it?

Can't say really as its only the test of time that will provide that answer. However I believe these will last far longer than the felt it replaces at the eaves. In my opinion its not something I personally would worry about. Bear in mind that 89-90% of the protector is covered by felt and tiles and isn't exposed to UV light..

Can these be used between metal roof sheets and tyvek membrane to direct any water from under the sheets into gutter instead of down the fascia?

What wee had on tile roof wear gap between gutter and tiles water was running down back of gutter if this what you got say yes. Take as metal roof corgated.

How is the material cut? Will scissors do it or is it sawn or what?

Cut it with a fine toothed saw but you shouldn't need to do much cutting anyway.
