I believe the 2013 Vegas has the 100cu engine so this would work

NO! Use the Indian Scout oil change kit with the full synthetic 15-60w oil; Amazon item # 2880191. The Octane motor is a liquid cooled motor, completely different than the freedom 106 engines. When Polaris bought the Indian name, they just rebadged the Octane as a Scout. Same engines, just different styling.
