No. There are no locks on them . They ate free wheeling.

has anyone used these with 1990’s Stoneville Furniture rolling chairs?

Not sure but if they have what is like a hole or with a sleeve on existing chair they might work. The wheels make chairs roll over tiles joints with ease. Used them on a variety of office chair’s. And could have used on many movable item in shop

How do i get the existing stem of the broken wheel out?

Unfortunately it is quite difficult I did it with plyers and a lot of energy or just find someone really strong and it eventually will come out. The stem on the new wheels is shorter than the one I had and keeps falling out of the chair leg. I put some tape around the stem and hammered it in with a mallet!

Can stem be removed from caster itself? (Don't need step...need to pop caster onto existing stem on dehumidifier)
