Will they work with Toyota Tacoma?

They will not work on factory 7 pin plug your truck comes with. I even wasted more money trying to install a 3 to 2 wire conversion and still did not work. Avoid! I donated $100 in total.

Do these lights have a running light/parking light mode? I need a running light to illuminate the towed car for night driving

Yes. The red LEDs light up when parking or headlights are turned on in the tow vehicle. My tow vehicle is a 2019 Forest River Forester MH and was pre-wired for the 7 pin connector on this set of magnetic lights. The amber LEDs light up for turn signals and 4 way flasher. For my MH / Linkitom combination the amber LEDs light up for brakes. It questioned this and the Linkitom rep said this happens sometimes with certain vehicles. I am just going to keep them and live with it. These are the only magnetic lights I found that have the magnet on the back of the light so I can stick them on the vertical part of my trunk lid. This keeps the lights out of the wind stream at 60mph and the will not blow off.

Can these be used on a hitch mounted bike rack? Can the car speed exceed 75mph?

Yes, it will stay on the car when the car speed exceed 75mph.But it is fit for 5 wires adapter, not fit for the 4 wire or 4 wire to 7 pin adapter. I am not sure it fit hitch mounted bike rack or not.
