Does this hold the cards if they are sleeved?

Yes, it does You can check video “TowerRex Organizer for Gloomhaven - Tray 4” on the product page. All cards are sleeved on this video and you have also extra space for extension cards.

Does this fit in the box that the game comes with?

Yes, and the nice part is that everything fits back in the box and the lid goes down all the way. This is a very nice solution for organizing all the stuff that comes with Gloomhaven.

Have you fixed the error on sheet 10 (one panel has tabs in wrong spot)?

The product I received on September 2019, all tabs were correct and everything went together perfectly.

does it fit with forgotten circles?

I don't have forgotten circles - but it looks like it come with new monster types. If this is the case, then i'd say that this organizer does not work for forgotten circles. The organizer tray for monsters cannot hold any more monster types. I don't think you could fit an additional character in the character box, either. This organizer CAN hold additional cards of either size and probably some additional hex tiles/obstacles for the map.
