Would this be good for top, side and rear cargo van and what color & how many per side?

This is an excellent marker light. Anything for the front and sides of your cargo van should be amber. For the rear you should only use red.

Obviously you can see these directly from the front but can you see them equally well from the side at 90 degrees or do they disappear?

To be fair, it is not a direct light (they are not aimed to the side). That being said, since they are surface mount, the answer is YES you can see see them, just not EQUALLY well. Not exactly a fair question. My application for use is as an alternating strobe warning on the back of my garden tractor, for when I'm cutting grass or plowing snow close to the road. I feel they are more than adequate for the application.
