Are the spikes hard or flexible?

They are flexible. They're uncomfortable to step on but cause no harm, at least to our adult cats (and us).

Will they work on keeping raccoons away

honestly not sure, they only briefly worked in keeping my cats away from unwanted things, and raccoons are much smarter than cats.

does this work very well for keeping a cat off the top of a table?

I've been using it on countertops and shelves and it's doing the trick. It wasn't an immediate fix - my cat tried to traverse the spikes a few different times (with varying degrees of success) until she gave up. You will want to move anything nearby that they might knock over in confusion if you do give them a shot. I have found these most effective on the shelves where I'm able to zip-tie them so the cat can't knock them off.

Does anyone know how long (as in tall/height) the spikes are?

The spike is about an inch tall. It didn't keep my cats off the counter but they are lunatics....lol. They just knocked them off on the floor. I now use them on my deck under my hummingbird feeders. The raccoons used to get up there to drink from the feeders and would eventually break the feeder. These scat mats work great for that. Raccoons don't like them and no more broken feeders. 😀
