Will this tone down a gloss finish to a summer satin finish?

It’s a polishing compound with a color pigment in it. Generally if you polish something it becomes shiny. I did find that on painted plastic it filled the scratches and left a more Matt finish. So it depends on how hard the finish is on the item you are polishing.

is that work on a ceramic coated car?

It didn’t really work on my auto without ceramic coating so not likely to be effective either way.
