I have an old "free" version. if i purchase the website x8 version, will it integrate my web design into the new version?

I'm not sure about the free version but I did have a older version that I was able to easily move my website files over from with ease.

Is X8 an updated version of X7, or is it a different program?

Looks to me like an update. I am still developing in X7, exporting in X8.X8 crashes when using my X7 file every time I try to alter photo properties such as brightness etc. Hence....well.....

Can I build responsive web site using this soft?

In theory the answer is yes. Practically speaking, however, it is incredibly difficult. MUCH easier to download a free bootstrap CSS and do it that way. I was VERY disappointed with the Serif software in this regard - but, on the upside, I learned CSS and made four responsive web sites in a matter of weeks.
