What is the dilution ratio?

This dilutes 1 gallon concentrate to 4 gallons water.

I would like to infuse a cotton tablecloth with Teflon concentrate. Can I do this by soaking it in the mixture in a bucket?

I don't think so. I have used it on carpet I scrubbed! I really liked it!

Is this safr /good to use on a pool table

Sorry but I can't tell you that. If you can use scotch guard on it then this should be fine also. Better to ask a billiards dealer

How long do i wait for the carpet to dry after applying the teflon carpet protector?

You're supposed to apply it while the carpet is still damp, so right after cleaning. After shampooing I try to get my carpet as dry as possible using my carpet cleaner, then I mist the teflon solution over it all, and let it all dry before using. Try not to walk on the carpet until it's dry, or at least take your shoes off. Barefoot or clean socks only. :-)
