Will it work with ONE fat tire ebike (74lbs)

It has a 100lb capacity but I'm not if 1 fat tire can or can't fit. Sorry, I just have 2 adult mountain bikes on mine.

I am looking for a compact rack to hold two mountain bikes. Love the doze and simple design. Any reason it will not work for mountain bikes?

Absolutely - This rack will also accommodate mountain bikes. The horizontal loading bar is over-sized to fit fat tire rims but it will easily hold a mountain bike rim as well.

How deficult to hang the bike?

Very easy. May be more difficult for someone short trying to hang up a heavy bike.

Will this mount to cinder block wall safely and dependably ?

If you use the appropriate fasteners, yes. I cannot remember if the ones that came with it will work, but you can always go to your local hardware store and pickup the correct fasteners.
