It's plenty strong enough to mix concrete, grout, or mortor.

Will this fit on a bosch 11255vsr bulldog xtreme 1-inch sds-plus d-handle rotary hammer ,chuck size: 3-4-inch sds-plus ?

I don't know for sure as I'm not familiar w/ the rotary hammer you mention. I am using a Dewalt industrial drill. I would estimate the shaft width at ~3/8".

Can I use this material for food flour

I can't tell anything about the material that is made, how safe it is to use when preparing food. What I can say is, the picture is a little misleading. This mixer is quite large. I would say about a foot and a half. I hope you have big pots.

Good for mixing paint in a 5 gallon bucket?

I used it for mortar and grout mixing in a 5 gallon bucket. It worked extremely well. I would expect that it could mix paint even better.
