USPS states package was delivered, however there's no sign of it anywhere around my house and surrounding houses.

Do I need to use an activator spray?

I’ve ordered and yes you want to use activator. Make sure you let the film get wet for about 30-60 seconds. Then hold your activator spray 12-18 inches away and want to spray from left to right and want to spray a foot a second and should have a gentle wrinkle in the water when spraying.
