Where can I get parts? I am missing one Bloomberg side plate frame

Only source for parts for a Walther locomotive is from Walthers - Customer Service or Parts departments

Can it run in an old clouper track? also this is the locomotor that has electricity?? sorry i’m new in this. i’m trying to learn.

No idea what 'clouper track' is. Perhaps you mean brass track, that is the rails are made of brass and have a brass/copper/goldish color? This is an HO scale train, so it will operate on any HO scale track, whether the rails are made of brass, steel, or nickel silver. The brass rail track is harder to keep clean, track that is not clean interferes with the contact for electricity, therefore if the track is dirty, any train may not run well. This is a locomotive or engine, it does have an electric motor in it. So if you have an HO power pack, up to 12 volts DC - Direct Current - this will operate.

Going back 21 years here, life-like trains ho scale, do they still make replacement parts for the locomotives?

If you are asking if parts are available for a 21 year old Life-Like train, doubtful. It could depend on what part you need, but highly unlikely
