Q: Is this item already wired to accommodate 12V plug usage?

I wired mine directly to a rocker switch, I've been using it for 2 years now with no problems. The light is 6 amps, so as long as your switch is rated up to 6 amps you're good.

Q: can I mount it vertically

As long as your mounting bar runs vertical as well. If not than no without fabrication of some sort.
