Are the handles between the bag and the strap made of metal or plastic?

They are small metal D-rings. They are pretty sturdy.

Is this good enough for school?

This would be fine for school, dimensions are 12" x 8 1/2" x 4 1/2".

Does the bag have sown in pencil/pens holders under the flap like the original issue map bags?

Yes it has pencil/pen holders. Very well made bag it seems. I use it for holding all my muzzle-loader supplies and really like it.

What are the measurements of the bag?

Shoulder Bag Measures 12" X 8 1/2 "X 4 1/2"
