Q: Can you secure the wood to the pipe?

The pipe bracekts come with the pipe straps and screws,you can DIY it.

Q: Could these be hung from a slanted ceiling?

No it cant but the only way its possible by being creative with installing your gunna have to put like a block slanted with the wall and flat on the bottom that where you put the flat top of the bar I explain myself the best I could and I hope this is helpful for you

Q: Is the weight carrying capacity of 50 lbs for each bracket or for the 2 brackets combined?

I would imagine it is for 2 brackets as it would not work if it was just 1. In addition, it might depend how long your planks are. Mine are about 24" and work great but they have mostly small knick-knacks and plants.

Q: Can you switch the 12 and 13 inch pipes to make it taller and less deep?

Yes, I'm pretty sure that would work.
