Does this lock on the tstak ii, flat top (dwst17807)

Not directly. You need a ToughCase+ large box to lock on your TStak and then you can lock this box on the top.

Is it possible to purchase the 1/4 bit rails that fit into this box? I have a bunch of bits floating around that i would like to organize.

I used small rails from other DeWalt boxes and some plain rubbery ones. I stack about 3 of these on top of each other. They fit great! I also use some small rails to hold hex shank drill bits in this case. I'm also buying "Toolcool 10pcs 12 Holes Hex Shank Screwdriver Bit Holder Plastic Case" to cut down and add more bits.

where do I find the little inserts that go in there for holding bits?

If you need less than 20 of them - I did the math and you should buy the 4pk of the small cases at the blue big-box store when they’re on sale instead of 3D printing the bit holder inserts.

What are the dimensions of it ?

The depth inside is one inch, the outside thickness is 1-3/8".

Check size before ordering. Don’t get me wrong I love this item but for the money it’s rather small. Obviously paying for the name and the quality that comes with it but do consider what you’re going to put in it.
