Yes it does. Not blur exactly but it does soften the image and reduces contrast to the point where the image can look milky.

Is there a cut for the front camera and another for the speaker?

There is no cut for the front camera but there is an opening for the the earpiece. I e had these before for other iPhones and the are good value for the money.

Cheap + Reliable

I accidently dropped my iPhone face-down from about waist height onto a hard floor. It landed directly on the screen..no bounce, no case edge to soften the blow just a full-on impactTo my surprise, the screen came out completely intact no cracks, no scratches, and no dead pixels. I’m using a decent protective case, but the fact that the display didn’t suffer any damage really impressed me. The build quality is excellent.If you’re prone to dropping your phone like I am, this screen can clearly take a hit. Highly recommend.
