is the mini chopper is available as an accessories or not?

No there is no mini chopper in this model.. Will not recommend this one... It looks attractive but difficult to clean...

Will it be good for idly/ dosa batter? is it noisy?

No, this machine can not do this. The big jar is a blender only and a small jar is a mill which can be used to grind small quantity of spices etc. It is not much noisy.
