Q: Are these paint pens glitter or metallic?

Sorry for the delay.... they are more glittery than metallic... very subtle ...dries fast.... like them for flowers or outlining..worth adding to paint inventory.

Q: Are these permanent markers? Is it oil, alcohol or water base? Thank you

They appear to be water base acrylic paint. I would suggest using a clear coat spray to cover them if you plan to use them for an outside project.

Q: Do these work on ceramic mugs?

I use them on rocks. I think it would work on a mug but don't know how many if any washing the paint could withstand. I spray the rocks with a clear-coat afterwords making them waterproof. I'm not sure that you'd want to spray that on something you will drink from. I think they would write very well on a mug for a basic yes or no answer.
