is it necessary buy the adapter ring or will the cover screw right into the riser?

That's not the point of the adapter ring. The ring goes into the concrete lid secured with mastic. The riser screws into the ring. Without the ring the riser isn't secure to the tank.

I bought this with the 24x12 tuf-tite riser and the screw holes are different. the lid has holes on the side and the riser is on the top. any help?

I drove my screws straight through the lid into the riser. They work great.
