It comes with the sand bags you just need to buy the sand.

I got no instructions with mine? How do I get them!

I found the instructions inside the blue bags however you can get the general instructions from looking at the product pages online on Amazon. Good luck!

What is the width or thicjness of the PVC poles?

Are you asking the diameter of the poles? They are a light weight plastic but the diameter is about 7/8's.
