Why isn't this made in ln lots of colors, as a crossbody for women??

Because, believe it or not, not everything is about women. Men like stuff for them, too.

Can it fit samsung galaxy s23 ultra - perhaps even with protective case? 3.5 in x 7 in?

do not see why not, it will hold my iPhone 13 pro Max with case (3 3/8 by 6.5) with plenty of room to spare.

Will it be able to hold a passport?

Yes the pouch is large enough to hold a passport, a phone and a charger with room to spare.
