No, It doesn’t lock open or closed

Will this fit other size scalpel blades?

yes I have a #10 on mine now - no issues- the edge is still fully shrouded

How do you change the blade?

I wear work gloves to pop it right out and snap in a new blade. Takes about a minute or less. I dispose of the old blades in an empty plastic soda bottle with a teaspoon of vinegar. This rusts the blade to very dull quicker.
