Q: Does rainwater collect in the tube?

A gradual light rain...no but a wind driven hard rain, the tube has holes and there is no way it will keep all water out.

Q: Where can i order replacement parts for this feeder, please? need one "screw side" perch (not the receiver side)... thanks!

Not sure , but your local,hardware store will have something!!!

Q: Is the base (easily) removable for cleaning?

Yes, two screws will remove the bottom two perches then the bottom will pull out for cleaning
